Productivity and results are priorities for HR says Pan-European survey

The HR Barometer, designed and carried out by Hewitt Associates on behalf of the European Club for human resources, is the first survey of its kind that explores the emerging role and impact of the Human Resource function from a Pan-European rather than from a national specific perspective.

This survey has involved top HR professionals from leading companies operating in Europe with a view to analyze evolving trends in critical aspects of the HR function.

The survey is of interest to all HR managers with its concise and astute observations. A few items of note related to outsourcing:

  • Pension plan administration and coaching are among the activities more frequently outsourced already.
  • Outsourcing is obviously more prevalent in transactional HR activities, but is expected to increase along all functions of HR, with the exception of personnel evaluation. (Recently, the European director of a private global company informed us that they are encouraging staff to self-evaluate via interactive menus on their intranet).
  • The 'externalization' or outsourcing of compensation and benefits is occurring the most rapidly, reaching a level of almost three times the current volume.

Interestingly, none of the respondents considered 'Outsourcing of HR-related activities' as one of the top two 'Top influencing factors for HR role and activities. The number one factor was 'Change in the company organization', yet many in the HR field struggle with change management.
